ERN Portal
The ERN Portal is used to upgrade up to 6 capabilities in 3 main areas - production, speed and weapons. Each upgrade needs a free ERN Crystal. Upgrades need some time (120 seconds) to fully power up, and can be deactivated at any time to release the ERN Crystal.
Releasing or re-assigning an ERN will reset any power up progress.
List of ERN portal upgrades:

The precise formula is a complex calculation based on a per-square of soylent ( it factors in the count, and the number of trees). For miners, is a straight 50% boost (1 to 1.5 for a miner)
2)
Affects all units where the entire model is moved, as well as aerial units and factory drones. Porter drone and terp drones are not affected
